Payments with Third-Party Payment Network Providers

Under limited circumstances, payments may be made to a vendor by PCard using a third-party payment network provider (TPPNP). TPPNP's currently approved for use by WVU and WVU Research Corporation are:
  • PayPal,
  • Square,
  • Wave,
  • Amazon Mturk,
  • ClinCard,
  • CINT,
  • Cloud,
  • Greensphire,
  • PatientGO,
  • Prolific, and
  • Qualtrics.

Use of a TPPNP to make payments on a PCard must be approved through PCard Administration in Procurement, Contracting and Payment Services (PCPS). Use of a PCard in a TPPNP transaction without prior PCPS approval may be considered a PCard violation.

TPPNP's other than those listed above should not be used without prior approval from WVU Tax Services. This restriction applies even if PCPS has approved payment using a TPPNP.

Under Internal Revenue Service (IRS) guidelines (updated in March 2021 as part of the American Rescue Plan), TPPNP's are required to collect the payee's taxpayer identification number (TIN) when payments made through the TPPNP exceed $600 in a calendar year. The TPPNP (not WVU or WVU Research Corporation) will then be required to issue to the payee Form 1099-K, Payment Card and Third-Party Network Transactions. To ensure transactions are appropriately reported for tax purposes, departments should select "Goods and/or Services Rendered" when making TPPNP payments if asked by the TPPNP to classify the transaction.
